VCNO Speaks at NHA Symposium
Chief of Naval Operations
Oct. 8, 2021 | 01:07:43
Adm. Bill Lescher, Vice Chief of Naval Operations, opened the first day of panels and briefs during the Naval Helicopter Association (NHA) Symposium at the Viejas Resort, Oct. 7, 2021. During his remarks, he discussed the body of Navy learning developed over three and a half years of transformational work in aviation readiness, end-to-end supply chain improvements, and shipyard productivity. He highlighted how the Navy is scaling this learning through NAVPLAN implementation to broadly drive increased Navy readiness and lethality. These principles are foundational to CNO’s call to action to Get Real, Get Better for leaders at all levels to bring consistently strong performance across the fleet.

NAVSEA: Analysis of Ship Repair Processes Led to Better On-Time Rates, More Realistic Schedules
By Megan Eckstein, U.S. Naval Institute News
| October 13, 2020
The chief of naval operations in January threw down an aggressive goal for surface ship maintenance: zero days lost to maintenance delays by the end of Fiscal Year 2021. For a navy and an industrial base that just two years ago delivered just 29 percent of ships out of maintenance on time, that seemed like a heavy lift...

Mission Capable: How the Navy Harnessed Its Data to Achieve 80% Fighter Readiness
By Megan Eckstein, U.S. Naval Institute News
| April 22, 2020
SAN DIEGO, Calif. – “I love data, it’s just awesome.” When Commander of Naval Air Forces (CNAF) Vice Adm. DeWolfe Miller took command in January 2018, years of tight budgets had robbed the naval aviation community of maintenance and spare parts funds, leaving some squadrons with just enough flyable aircraft to keep their pilots qualified but not enough to do any kind of sophisticated training...

Flightline: Air Boss on Readiness Reform
By Naval Aviation News Public Affairs
| February 26, 2019
When I think about Naval Aviation, I reflect on our history, our recent deployments and our bright future. We continue to excel and make a difference in the world. We are experiencing dynamic force employment and continue to increase the lethality of our weapon systems. Aircraft transitions play a big part of that and continue to progress nicely...

Performance-to-Plan (P2P) is a powerful approach to improve operational results. The proven P2P method has been employed on some of the Navy’s most important Readiness challenges, such as aviation mission-capable performance and shipyard maintenance. P2P provides a structured framework to:
Clearly define performance gaps
Identify high-leverage actions
Remove execution barriers
Develop solutions that drive measurable performance improvement
At its core, P2P is about focusing leaders on the right issues and using data to solve problems.
